To upgrade the outdated and undersized water system of the downtown region the City of Santa Cruz contracted the Bay Street Water Main Project. The job consisted of installing approximately 15,387 feet of 24” DIP water transmission main, installing new distribution waterlines that ranged in size from 8” to 16”, removing and reconnecting existing water services to the new system, and required extensive surface repairs and restoration. The new 24” potable water main alignment began at the corner of Ocean Street and Hunolt Street then extends west along Hunolt Street, towards the eastern levee of the San Lorenzo River. The water main crosses under the river requiring a 460 LF Micro-Tunnel, then continues west along Josephine Street to River Street. Continuing on to Mora Street and into the environmentally sensitive area known as the Santa Cruz Big Trees and the Union Pacific Railroad corridor, the site access was even more limited. After a Jack and Bore crossing under State Highway 1 the pipeline followed High, Laurent and Moore Street to the final connection point at the University Pump Station No.2.

The installation of the new water system presented a number of challenges including major traffic control and detour coordination, environmental concerns and restrictions near the active costal waterways, and major constraints on project storage and accessibility.
